WYNDHAM Council is the state's fourth-biggest spender on bicycle infrastructure, according to a new report, but residents are not seeing the investment.
Bicycle Victoria's annual survey found the council spent $14.92 per person on bicycle infrastructure last year.
Victoria's biggest spender was Surf Coast Council at $26.32, followed by Yarra ($24.64) and Wangaratta ($15.83).
Bicycle Victoria said councils should spend at least $5 per person each year.
Wyndham's five-year average was $9.30, putting it behind Melbourne City Council which spent $17.25 and Yarra ($17.47).
While the report congratulated Wyndham for increasing its spending in recent years, it suggested the council provide more on-road bike lanes and cycling routes. Bicycle Victoria also said the council should link Federation Trail to schools and provide bike paths into Werribee, including a crossing over the river.
Cyclist Catherine Ryan said she was surprised by how much the council spent on bicycle infrastructure but was not convinced the money was being spent in the right places. She wanted the council to link Point Cook and Werribee so cyclists did not have to use Sneydes Road.
"It is still not safe to ride from A to B. Sneydes Road is the only bike route out of Point Cook and it's dangerous," she said.
Council chief executive Kerry Thompson said that in the past 18 months it had created a bike lane on both sides of Dunnings Road between Boardwalk Boulevard and Palmers Road, as well as on Morris Road in Hoppers Crossing and Sayers Road in Tarneit.
Ms Thompson said the council was also developing a bicycle strategy which would likely be presented to next month's council meeting.
